Welcome to the Utah Office of Ethnic Affairs

Current research indicates that embracing cultural diversity is an integral part of a healthy
economy. Projections on Utah Demographics clearly show this state's workforce will have
a large percentage of ethnic workers in the near future.

The Office of Ethnic Affairs (OEA) has promoted policies that support attitudes, behaviors, and
skills necessary for State Staff to work respectfully and effectively in a culturally diverse society.

    Palmer DePaulis, executive director of the Utah Department of Community
    and Culture, announced the appointment of Silvia Thomas as the new
    director of Hispanic/Latino Affairs she will ensure access and proper

    Pamela S. Perlich, Ph.D. Senior Research Economist of the Bureau of
    Economic and Business Research at the University of Utah has agreed to
    collaborate with the Office of Ethnic Affairs in preparing four (4) comprehensive
    reports on the Ethnic Communities of Utah. She has already prepared
